The
February meeting was held on the 6th in the Caterpillar
Visitor’s Center. John
Dougherty and Kristen Huber presented the Positive Safety Matrix system.
Paul
Felkey welcomed everyone to the Greater Lafayette Area Safety Council
meeting and then we went around the room and everyone stated their name
and the company that they represent.
We
then approved January 2002 meeting minutes.
Jean
Lear gave the Treasurer’s report. Fifty-three members have paid the
annual dues for 2002.

Old
Business:
Paul
announced that November 13th is still open for the 2002-meeting
schedule if anyone is interested in hosting a meeting.

E-mail
addresses are needed for all future correspondence. All invoices, newsletters, and company membership information
will be sent out electronically in 2002.

New
Business:
The
by-laws were reviewed and Section 4.03 was given a motion to be revised to
read “Member organizations may not have a majority of representatives on
the Executive Board of GLASC during a term of office.” Motion carried.
Also
as a reminder, the Hoosier Safety Council will be in West Lafayette this
year for the Annual Meeting. This
will be held at the Cumberland Place in West Lafayette from April 30th
– May 2nd. April
30th will be Professional Development Seminars.
On
May 1 & 2nd there will be General Sessions with a total of
72 to choice from. The
brochure will be going out in the mail soon.
General sessions will be from 60 to 90 minutes.
There will be several different items in nooks and crannies this
year. There will be a Hummer,
the Target car, Conference Space, and a PSI demonstration.
Volunteers are needed to do introductions for each of our speakers.

Smith will be the head of the Lafayette Sub-Committee.

Also,
Paul announced that the March 13th meeting will be on Workplace
Violence. Officer Dan A.
Larson of the West Lafayette Police Department will present this seminar.
This seminar is being presented at no cost for GLASC members.
This will be held from 11 – 2:30pm at SIA’s Training and
Reception Center. He has
presented this training to over 2000 people and has received wide praise
from all over the state. If
interested in attending this seminar you must RSVP to Paul Felkey at
765-449-6234 by March 11th. Five dollars will be collected at
the door for lunch, which will be Monical’s pizza, salad, and soda.

John
Dougherty then began his talk on the Positive Safety Matrix system at
Caterpillar.
Why
did Caterpillar move to this system?
To make Safety more understandable, tangible, and rewarding for
employees. They have been
doing this for two years and have noticed tremendous milestones since they
began.
The
first step is to be Pro-Active and Positive.
What did we do right vs. how many people did we hurt.
Next,
get the employees involvement and let them take ownership.
The hope is that this will ultimately improve safety and awareness.
Then,
make sure that everyone is aware that injuries and property damage are
unacceptable.
Let
everyone know that they are responsible for their own safety and the
safety of others.
Some
key items that they have adopted are:

Responsibility
is on technicians not on supervisors

They
made the system simple

Get
top level management commitment

Timing
of implementation at the beginning of the year

Resource
availability of the Safety Department

Make
everything electronic – everyone inside the plant has access
to the Safety Home Page

Some
highlights of this project are:
-
Monthly
Line Safety Audits - each
month a technician will do a safety audit and report findings
to the team, management, and the H&S Department.
These have to be completed, signed, and turned in by
the 1st of the month.

Weekly
Safety Discussions - This
is a 5-minute talk about safety which can be in the form of
audit updates, injuries, or basic safety awareness.
The H&S Department prepare “canned”
presentations that can be given also.
The talks include home safety, work safety, and
personal safety.
-
New
Safety Metrics – looking at safety in a positive, pro-active
manner. This can
mean discussing attendance at safety meetings, safety glasses
being worn correctly, accomplishments, etc.

Through
this program they have employee involvement which rotates two technicians
for the audits, supervised quarterly safety walk-throughs, and the
technicians are responsible for the audit findings.
Another
important part of the program is Accident Investigations.
These are filled out in the Medical Clinic electronically and these
are “graded” on Timeliness, Quality, and Corrective Action.
The
Safety Department does all the record keeping for this system.
All of the information is due by the end of the month and problems
are addressed on a case by case basis.
In
2001 they had significant milestones and the goals for 2002 are very
aggressive but they believe that they can be accomplished.
